Project Manager

A project manager spearheads the effort to move projects from idea to development. They are responsible for site selection, developing the project model, selecting the developer, subscribing the project, and managing the project construction. Cities with municipally owned utilities are the most likely to play this role because they have a direct relationship with their utility and can make important project and program decisions. Some regulatory environments may allow local governments to play this role; however, it is relatively uncommon.

Advantages

  • Provides the city with substantial control over project implementation
  • Allows the city to run a city-led request for proposal (RFP), which can help spur more projects

Disadvantages

  • Requires significant internal staff time to execute
  • Has significant budgetary implications
  • Is the most complex of the listed roles
