Distribute a Request for Proposals and Create a Short List

If you have not already identified a set of potential developers via a RFI process or through some other means, work with your external consultant, legal counsel, or the Renewables Accelerator team to identify a list of potential respondents and distribute your request. You should plan to include a mechanism for developers to submit questions to the city prior to the submission deadline. You may also consider scheduling a webinar to both further publicize your efforts and to allow for a question-and-answer session with the developer community. An example is Boston’s webinar here.

After collecting the responses, your team should review the candidates and select finalists. For the finalists, you may wish to conduct basic financial analyses, which we will cover in more detail in the next section, Evaluate Proposals and Sign a Contract Example Informational Webinar:
