Your public utility commission and/or your state’s legislation may have placed limits on what percentage of a community solar project a single entity, such as a city, can subscribe to as an anchor off-taker. For example, in Colorado, a city can only be an anchor off-taker for 40% of a project.

Often, a developer will want a few creditworthy off-takers, such as the city, the county, and local hospitals, to subscribe to a project.
