Purpose

To create and connect people to good jobs in persistently distressed communities and create renewed economic opportunity in communities that have for too long been forgotten.

Applicant and/or Project Eligibility Requirements

This NOFO is for Phase 1 of the Recompete Pilot Program. Applicants can apply for Strategy Development Grants, approval of a Recompete Plan, or both. Implementation funding will be made available during Phase 2.

Decarbonization Considerations

The NOFO lists multiple ideas for areas to potentially focus on, including: "Critical enabling infrastructure (e.g., brownfield redevelopment, workforce training centers near workers)". Consider workforce training opportunities for the next generation of skilled labor in renewable energy development and construction, energy audits, energy efficiency and electrification installation, and EV charging deployment and maintenance.

Equity Considerations

Workforce transition and development is a key aspect of a just energy transition. A renewable energy workforce development program could provide disadvantaged with good paying, long-term job prospects.

Helpful Tips

if an applicant would like to compete for Implementation funding under the upcoming Phase 2 NOFO, it should apply for Recompete Plan approval under this Phase 1 NOFO. In Phase 2, applicants can apply for larger awards for implementation. EDA expects to make approximately 4-8 implementation investments, with awarded regions receiving between $20 million and $50 million on average.
