Carbon Storage Validation and Testing Program

Federal Agency

Sub-Department

Office of Clean Energy Demonstrations (OCED)

Purpose

To expand DOE's Carbon Storage program to fund development of new or expanded commercial large-scale carbon sequestration projects and associated carbon dioxide transport infrastructure, including funding for the feasibility, site characterization, permitting, and construction stages of project development.

Applicant and/or Project Eligibility Requirements

There are four areas of interest under this FOA: site characterization and permitting; NEPA, FEED studies, and storage field development plan only; construction; and storage complex feasibility.

Decarbonization Considerations

Leveraging existing Regional Carbon Sequestration Partnerships and expanding resources to demonstrate and deploy safe underground storage of CO2.

Equity Considerations

To ensure all projects center on communities, applicants are required to submit Community Benefits Plans detailing how the project will advance quality jobs, environmental justice, and community partnership throughout project development. See the "Equity Design Considerations for Federal Funding" for general considerations and additional sector-based resources: https://cityrenewables.org/resources/equity-design-considerations-for-federal-funding/
