States and utilities have differing policies regarding how much customers are compensated for this electricity, and the compensation rate typically has an impact on local on-site solar uptake. In states or utility territories in which net metering is offered, customers receive retail rate credit for their exported generation, which can then offset future usage. Typically, customers can roll over credit for generation not used on-site from month to month during the calendar year. In some states, compensation for energy transferred to the grid can be calculated using other methods. For example, some utilities base their compensation on a “value of solar” calculation, where in other regions a building owner only receives a very small amount set by the local utility, based on the utility’s cost of avoiding the use of other generation (this is known as an “avoided cost” rate). Some states allow municipalities to enter into third-party on-site power purchase agreements, in which they can qualify for the federal Investment Tax Credit. - [Community Solar](https://cityrenewables.org/procurement-options/community-solar/) - Community solar allows consumers to get solar energy even if they are not able to install on-site solar on their property (e.g., as is the case with renters or those without viable rooftops for hosting solar). Community members can purchase shares of the system directly through an upfront payment or pay monthly for a specified level of output of the project. They can then receive monthly bill credits for their share of the project. For local governments to take advantage of this option, the state must have an established community solar policy or the utility must offer their own program. Some states require that a portion of the output (e.g., 5-10%) must be set aside for low- and moderate-income participants. Similar to community solar, some states have passed virtual net metering legislation, which enables the output of a solar facility to be credited to multiple customers or facilities. Customers can sign a contract with a solar facility that is not located on their property but still receive the same financial benefits (i.e., bill credits) from the utility as though it were on their property. - [Green Tariff](https://cityrenewables.org/procurement-options/green-tariff/) - In states with traditional electricity markets (meaning there is no retail choice of suppliers), customers must work with their default electricity provider to purchase their energy. In these markets, green tariffs are one utility solution for customers to procure renewable energy. Often green tariffs are designed for large customers, may require long-term contracts, and can be designed to drive specific new renewable energy projects. However, the availability and structure of each green tariff program varies by state, and can even vary within a state. For example, within one state, there may be multiple green tariffs from a single electricity utility. There may also be several electric utility providers in the same state with differing green tariff programs. When developing a renewable energy plan, it’s important to understand who your electricity provider is and what green tariff solutions are offered by your utility in your state. - [Off-Site Physical Power Purchase Agreement (PPA)](https://cityrenewables.org/procurement-options/power-purchase-agreement-ppa/) - Physical power purchase agreements (PPAs) are contracts that allow a property owner, such as a local government, to receive the benefits of renewable energy without the upfront costs of a renewable energy installation. In a typical physical PPA, a developer arranges for the design, financing, and installation of a renewable energy system at little or no cost to the property owner, and then sells the electricity produced to the property owner at a predetermined rate. To set up a physical PPA, customers generally need to be in a market that provides retail electricity choice, as the ability to switch providers gives cities the necessary leverage to complete one of these transactions. Cities with municipal utilities or electricity CCAs are exceptions to this rule. To see a map of large-scale wind projects in the U.S., click here. - [Virtual Power Purchase Agreement (VPPA)](https://cityrenewables.org/procurement-options/virtual-power-purchase-agreement-vppa/) - A virtual power purchase agreement (vPPA) is a way for cities to support renewable energy projects, and in some cases new project development, without physically taking ownership of the electricity. In a vPPA, a customer agrees to pay a specified price for the output of the renewable energy facility for a specified number of years, although the amount the customer pays is determined by market prices — the buyer pays or receives the difference between the wholesale market revenue and the predetermined price. The buyer must specify in its contract that it receives the renewable energy certificates (RECs), which represent the environmental attributes of the renewable energy. Since this type of transaction relies on selling the generated power into an active market, vPPAs can only be signed with projects located within or close to an active wholesale electricity market. It’s important to note that a city does not necessarily also have to be in a wholesale market; any city in the U.S. could potentially enter into a vPPA.
