Prioritization Process Pilot Program

Federal Agency

Federal Highway Administration (FHA)

To establish a prioritization process pilot program to support data-driven approaches to transportation planning, that, on completion, can be evaluated for public benefit.

Applicant and/or Project Eligibility Requirements

Eligible entities include States and metropolitan planning organizations serving populations over 200,000. Grants may fund the development and implementation of publicly accessible, transparent prioritization processes to assess and score projects based on locally determined priorities, and to use such evaluations to inform the selection of projects to include in transportation plans.

Decarbonization Considerations

Local priorities often include decarbonization, reducing emissions, and/or reducing congestion and improving air quality. Pilot programs can prioritize emissions reductions and the inclusion of decarbonization metrics in DOT programs.

Equity Considerations

Where "local priorities" include equitable transportation for underserved communities, pilot programs can prioritize equity and normalize the inclusion of equity metrics in DOT programs.
