FEMA Building Materials Program

Federal Agency

Sub-Department

Federal Emergency Management Agency (FEMA)

Purpose

To provide incentives for low-carbon and net-zero energy projects or the adoption of low-carbon materials in hazard mitigation activities.

Applicant and/or Project Eligibility Requirements

Funding can be used for pre-disaster hazard mitigation measures and post-disaster activities such as repairing, restoring, reconstructing, or replacing damaged facilities.

Decarbonization Considerations

When designing hazard mitigation projects, consider embracing high efficiency and passive building designs, weatherized structures that can maintain conditions in the event of power failures, and low-embodied carbon materials that have a lower emission impact at all relevant stages of production, use, and disposal. Consider best practices to increase structural "hours of safety": https://rmi.org/how-many-hours-of-safety-do-our-homes-have-in-extreme-weather/

Equity Considerations

Consider prioritizing projects in disadvantaged communities and enhancing the resiliency of those communities that are repeatedly impacted by natural disasters.
